RE: Notice of intent to move an amendment in the nature of a substitute at the August 3, 2021 Legislative Meeting

This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for the following measure at the Legislative Meeting scheduled for Tuesday, August 3, 2021:

Bill 24-281, the Fiscal Year 2022 Local Budget Emergency Act of 2021

The measure listed above was introduced at the request of the Mayor on May 27, 2021 as part of the Fiscal Year 2022 budget package. Due to the later submission of the FY22 budget package, the emergency measure is necessary to ensure we have an approved budget and financial plan in place for the start of the FY22 fiscal year on October 1, 2021.

The ANS for the emergency measure reflects the changes made to the permanent legislation, Bill 24-275, the Fiscal Year 2022 Local Budget Act of 2021; those changes were developed in concert with the Council’s Office of the General Counsel, the Office of the Chief Financial Officer, and the Executive. The ANS for Bill 24-275 was circulated separately.
