RE:                  Request to Place Emergency Measures on the Agenda for the December 7, 2021 Legislative Meeting

 

 

            Please place the following measures on the agenda for the December 7, 2021 legislative meeting:

 

§  Research Practice Partnership Clarification Emergency Amendment Act of 2021

§  Research Practice Partnership Clarification Emergency Declaration Resolution of 2021

 

            In 2018, the Council approved the “District of Columbia Education Research Practice Partnership Establishment and Audit Act of 2018” (D.C. Law 22-268), which created a Research Practice Partnership (RPP) Collaborative and an Advisory Committee.  The purpose of the Advisory Committee is to assist the RPP in setting its research agenda and to provide guidance to the RPP on the research that it conducts.  The Advisory Committee is set to have its first meeting on December 6, 2021, but confusion exists as to whether the RPP and its Advisory Committee are public bodies or entities.  The law is clear that the RPP is not a public body.  This emergency clarifies that its adjunct, the Advisory Committee, was never contemplated to be a public body when the Council created the two entities back in 2018.
