RE:          Request to Place Emergency Measures for the March 1, 2022 Legislative Meeting

 

I request that the following measures be placed on the agenda for the March 1, 2022 Legislative Meeting:

 

§  Research Practice Partnership Congressional Review Emergency Declaration Resolution of 2022

§  Research Practice Partnership Congressional Review Emergency Amendment Act of 2022

 

            D.C. Act 24- 254, the Research Practice Partnership Clarification Emergency Amendment Act of 2021, will expire March 2, 2022.  Although identical temporary legislation was approved by the Council in December (D.C. Act 24-292), its congressional review is pending.  A congressional review emergency is necessary to prevent a gap in legislative authority.

 

 

 

§  Community Service Graduation Requirement Waiver Regulation Emergency Declaration Resolution of 2022

§  Community Service Graduation Requirement Waiver Regulation Emergency Amendment Act of 2022

§  Community Service Graduation Requirement Waiver Regulation Temporary Amendment Act of 2022

           

Chapter 22 of Title 5-A of the District of Columbia Municipal Regulations requires each high school student to complete 100 hours of volunteer community service in order to graduate. In response to the COVID-19 global health pandemic, the Council has waived this community service requirement for a senior who would be eligible to graduate from high school in the District of Columbia in the 2019-20 or 2020-21 school year. This amendment would extend the same waiver for high school graduates in the 2021-2022 school year.

 

            Draft
