RE:                       Request to Place Emergency Measures on the Agenda for the April 5, 2022 Legislative Meeting

 

 

               I request that the following measures be placed on the agenda for the April 5, 2022 Legislative Meeting:

 

§  PR 24-637, University of the District of Columbia Lease Agreement with MWAA Emergency Declaration Resolution of 2022

§  PR 24-638, University of the District of Columbia Lease Agreement with MWAA Emergency Approval Resolution of 2022

              

Since 1978, the University of the District of Columbia (UDC) has leased space located at Ronald Reagan National Airport (Reagan Airport) from the Metropolitan Washington Airport Authority (MWAA).  This space serves as the academic facility for UDC’s Aviation Maintenance Technology program. UDC’s current lease with MWAA for Hangar #2 at Reagan Airport has been in effect since January 1, 1993 and runs month to month.  In order for MWAA to make capital improvements, which are necessary to stay in compliance with the FAA’s requirements, MWAA is requiring the University to enter into a new lease. Given that the lease is a multi-year lease, Council approval is required pursuant to D.C. Official Code § 2-352.02(b).  Moreover, because MWAA will not make the capital improvements until the new lease is executed, an immediate need exists to approve UDC’s lease with MWAA for Hangar #2 at Reagan Airport.
