This memorandum is to request that the following measures be placed on the agenda for the July 1, 2025, Legislative Meeting:

 

• Uniform College Athlete Name, Image, or Likeness Congressional Review Emergency Declaration Resolution of 2025
• Uniform College Athlete Name, Image, or Likeness Congressional Review Emergency Amendment Act of 2025

 

Bill 26-239, the Uniform College Athlete Name, Image, or Likeness Emergency Amendment Act of 2025, will expire August 17, 2025. Although identical temporary legislation was enacted on June 3, 2025 (D.C. Act 26-69), it has yet to complete congressional review. Thus, a congressional review emergency is necessary to prevent a gap in the law.
