This memorandum is to request that the following measures be placed on the agenda for the July 1, 2025 Legislative Meeting:

 

• Open Meetings Clarification Congressional Review Emergency Declaration Resolution of 2025
• Open Meetings Clarification Congressional Review Amendment Act of 2025

 

D.C. Act 25-41, the Open Meetings Clarification Emergency Amendment Act of 2025, will expire July 6, 2025. Although identical temporary legislation was adopted on final reading on June 3, 2025 (D.C. Act 25-XXX), its congressional review is pending. Thus, a congressional review emergency is necessary to prevent a gap in the law.
