RE:                  Request to place Measure on the Agenda for the July 1, 2025 Legislative Meeting

 

 

This memorandum is to request that the following measure be placed on the July 1st legislative meeting agenda:

 

  • Council Period 26 Recess Rules Amendment Resolution of 2025

 

A recess rules resolution is typically adopted by the Council prior to its summer recess.  This measure would make the following changes to the Council’s Rules:

 

First, it allows the Executive to transmit to the Council during recess grant budget modifications to allow for the University of the District of Columbia to accept and spend any federal grants in Fiscal Year 2025 – this provision is included as part of the recess rules package prior to every recess.  Second, it allows the Committee of the Whole to hold a hearing on permanent legislation during the recess that satisfies the public hearing requirement contained in Rule 501(a)(2).  Third, it clarifies that the Council may hold a legislative meeting during a period of recess.  Fourth, it clarifies that the Council may expel a Councilmember that is reelected after his or her previous expulsion based on the same evidence previously found to have warranted expulsion and clarifies that the Chairperson of an ad hoc committee must introduce a sanction resolution to implement the committee’s recommendation.  Fifth, it makes conforming changes to the rules resulting from changes to the Open Meetings Act adopted by the Council earlier this year.  The first three provisions of this resolution shall expire at the end of the recess on September 15, 2025.

 

This resolution does not change the recess dates for 2025 (July 15th through September 15th).  Rules affecting or affected by recess remain in effect to the extent they are not modified by the provisions of this resolution (e.g. contracts, reprogramming resolutions, committee meetings, introduction of legislation).
