This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for the following measure on second reading at the September 17, 2025 Legislative Meeting:
▪ Bill 26-288, Robert F. Kennedy Campus Redevelopment Act of 2025
This ANS addresses a number of issues regarding the bill that were raised at 1st reading, including flexibility related to zoning on the campus; clarifying the Commanders’ responsibilities related to certified business enterprise (CBE), small business enterprise (SBE), First Source, and apprenticeship requirements; adjustment to the method of calculating project development milestones; and environmental considerations for the development project.
The ANS also adds additional reporting requirements for the project, including requiring the Executive to timely provide the Council with executed transaction documents and quarterly updated on the progress of construction on the project.
Also, for consistency, and to allow for codification of the law, the ANS reorders several sections of the engrossed version to place all freestanding and amendatory sections together within the bill. It is worth noting that a significant amount of the changes in the ANS are due to this reorganization, not necessarily changes to substantive provisions.
