RE:           Congressional Review Emergency Measures for the December 1, 2020 Legislative Meeting

 

Please place the following measures on the agenda for the December 1, 2020 Legislative Meeting:

 

§  Fiscal Year 2021 Budget Support Clarification Congressional Review Emergency Declaration Resolution of 2020

§  Fiscal Year 2021 Budget Support Clarification Congressional Review Emergency Amendment Act of 2020

 

            D.C. Act 23-416, the Fiscal Year 2021 Budget Support Clarification Emergency Amendment Act of 2020, will expire December 29, 2020.  Although temporary legislation was approved by Council, its congressional review is pending. The permanent measure will have its second reading on December 1, 2020.  A congressional review emergency (CRE) is necessary to prevent a gap in legislative authority.  The CRE reflects the provisions of Act 23-416, as updated by Bill 23-1004, the Fiscal Year 2021 Budget Support Additional Clarification Emergency Amendment Act of 2020.
