MEMORANDUM
TO:
FROM: Phil Mendelson, Chairman
DATE:
RE:
- PR 24-661, Transfer of Jurisdiction Over a Portion of Reservation 405, S.O. 21-07525, Emergency Declaration Resolution of 2022
- PR 24-662, Transfer of Jurisdiction Over a Portion of Reservation 405, S.O. 21-07525, Emergency Approval Resolution of 2022
These measures would approve the transfer of administrative jurisdiction over a portion of Reservation 405 in the District of Columbia, from the United States of America, acting by and though the Department of the Interior, National Park Service, National Capital Area (NPS) and the Department of General Services to the District of Columbia. Reservation 405 is adjacent to the Joy Evan Therapeutic Recreation Center in Ward 7.
I have scheduled a public roundtable for Friday, July 8, 2022 at noon to determine whether there are any objections or issues surrounding the proposed transfer. Most transfers of jurisdiction move through the regular legislative process and not by emergency. However, renovations at the Center are nearly complete so the need for the transfer has become urgent, notwithstanding the Executive’s tardiness in bringing this to the Council, the emergency approval resolution was referred to the Committee of the Whole for the purpose of holding the roundtable. If there are no issues raised at the public roundtable with the approval resolution, I will re-refer the measure at the July 12, 2022 Legislative Meeting making the measure ripe for consideration by the full Council.
