RE:                  Request to Place Emergency Measures on the Agenda for the September 17, 2025 Legislative Meeting

 

 

            The following measures are placed on the agenda for the September 17, 2025 Additional Legislative Meeting, at the request of the Mayor:

 

§  Compensation and Working Conditions Agreement between the District of Columbia Government and the Fraternal Order of Police – Metropolitan Police Department Labor Committee Emergency Declaration Resolution of 2025

§  Compensation and Working Conditions Agreement between the District of Columbia Government and the Fraternal Order of Police – Metropolitan Police Department Labor Committee Emergency Approval Resolution of 2025

 

Together, these resolutions approve a collective bargaining agreement (CBA) between the Metropolitan Police Department (MPD) and the Fraternal Order of Police – Metropolitan Police Department Labor Committee. The CBA includes a 13% raise in pay for unionized, uniformed MPD police officials that will be effective as of October 1, 2025. The total cost of the CBA will be approximately $312 million over the financial plan, which will be paid out of the Workforce Investment Account. Please note that this cost includes the impact on the pension program for police.
