RE: Notice of intent to move an amendment in the nature of a substitute at the June 22, 2026 Additional Legislative Meeting

This memorandum serves as notice that I intend to move an amendment in the nature of a substitute (ANS) for Bill 26-659, the Fiscal Year 2027 Local Budget Act of 2026, at the additional legislative meeting scheduled for Tuesday, June 23, 2026. The ANS makes several revisions to the engrossed version of this legislation, in addition to technical and conforming changes developed in concert with the Council’s Office of the Budget Director, the Office of the Chief Financial Officer, and the Executive. The changes in the ANS for Bill 26-659 include:
Operating enhancements:
- Workforce Investments Account
- $6.5 million to cover costs of pending collective bargaining agreements, for a total Council enhancement of $106.5 million;
- District Department of Transportation (DDOT)
- $5.0 million in FY27 and $20.0 million across the financial plan to reduce vacancy savings;
- Department of General Services (DGS)
- $2.4 million to maintain janitorial services at public-facing and other high-need government facilities;
- Board of Elections (BOE)
- $2.15 million to support Ranked Choice Voting, a voter registration database, the RunBeck petition management system, on-site technical support, facility usage, IT Software licenses, and contractual services. This is in addition to $2.5 million added in FY26 to replace 450 ExpressVote ballot marking devices;
- Department of Energy and Environment
- $2.0 million to support the Sustainable Energy Utility (SEU), for a total Council enhancement of $12 million;
- $150,000 in FY28 to support the Greenhouse Gas Emissions Study Amendment Act of 2026[1];
- Department of Behavioral Health
- $1.6 million in FY27 and $6.4 million across the financial plan to support BSA Subtitle (V)(D), School-Based Behavioral Health Program Stabilization and Oversight[2], for a total Council enhancement of $7.7 million in FY 2027 and $29.3 million over the plan;
- Office of the State Superintendent of Education (OSSE)
- $1.5 million to support the Early Childhood Educator Pay Equity Program, for a total Council enhancement of $61.5 million;
- $200,000 to secure a vendor to develop and provide ongoing support for structured literacy training for administrators;
- $100,000 to secure math training for school leaders;
- Department of Corrections
- $1.4 million to support the Lead Up and Lead Out program;
- Department of Licensing and Consumer Protection
- $686,000 in FY27, $1.7 million across the financial plan, and 2.0 FTEs, along with enhancements at OAH to fully fund the Restricting Egregious Scalping Against Live Entertainment (RESALE) Amendment Act of 2026[3];
- Office of Administrative Hearings
- $1.0 million, $3.0 million across the financial plan, and 4.0 FTEs, along with enhancements at DLCP to fully fund the Restricting Egregious Scalping Against Live Entertainment (RESALE) Amendment Act of 2026[4];
- Pay-As-You-Go Capital Fund (PayGo)
- $13.0 million across the financial plan to support the Archives Project;
- $1.0 million to shift MS4 permits to the capital budget;
- $600,000 support Rock Creek Tennis Center improvements;
- $440,852 to support rat-resistant trash and recycling cans
- Special Education Transportation
- $563,000 to support all transportation costs for Special Olympics participants in FY 2027;
- Department of Small and Local Business Development (DSLBD)
- $500,000 to support agency operations to connect local businesses to RFK redevelopment;
- $300,000 to activate space for youth engagement across thirty Main Street Initiatives;
- $100,000 to support a Ward 7 Roving Clean Team;
- Department of Youth Rehabilitation Services (DYRS)
- $251,009 to restore 2.0 FTEs;
- $250,000 to support the Oasis Program;
- Office of Victim Services and Justice Grants (OVSJG)
- $250,000 to support a community program focused on comprehensive services for people returning from incarceration;
- $215,752 in FY27 and $890,149 across the financial plan to restore 2.0 FTEs;
- Deputy Mayor for Planning and Economic Development (DMPED)
- $250,000 to support a business development grant to the Greater Washington DC Black Chamber of Commerce;
- $100,000 to support a Ward 7 BID Establishment Study;
- Council of the District of Columbia
- $208,316 in FY27 and $859,588 across the financial plan to support 2.0 FTEs in the Office of the Secretary;
- $200,000 to support Bill 26-100[5];
- Office of Cable Television, Film, Music, and Entertainment (OCTFME)
- $150,000 in FY27 and $618,241 across the financial plan to partially restore Information Technology professional services fees;
- $150,000 in FY27 and $618,241 across the financial plan to restore funds for engineering services, repairs for operations, and facilities essential to the core mission of the agency as a Public, Educational, and Government (PEG) Entity;
- $100,000 in FY27 and $412,161 across the financial plan to partially restore Consumer Services sponsorships;
- Business Improvement Districts (BIDs) Transfer
- $130,000 to activate spaces for youth engagement across all thirteen BIDs;
- Department of Employment Services
- $118,219 in FY27 and $478,366 across the financial plan to support the Electrical and Gas Utility Underground Work Wage Act of 2024[6];
- Department of Aging and Community Living
- $100,000 to support a grant to the Ward Infinity Health and Economic Program;
- Corrections Information Council
- $50,000 to restore out-of-city travel;
- Judicial Nomination Committee
- $50,000 to support background research on potential candidates;
- Office of the Secretary
- $2,000 to support Sister Cities
- Repayment of Loans and Interest
- $10.1 million across the financial plan to align debt service with projected borrowing.
Capital project additions:
- Deputy Mayor for Planning and Economic Development
- $21.0 million in FY27 and $42.0 million over the CIP to break ground on the planned Park Morton Redevelopment project at the Bruce Monroe site;
- $6.0 million in FY28 for a new Chevy Chase Core Civic Core project that will complement redevelopment of the Library and Community Center;
- $600,000 in FY27 for improvements to the Rock Creek Tennis Center;
- Department of Energy and Environment
- $1.1 million in FY27 to shift an MS4 enhancement from the operating budget and fund trucks for inspectors;
- District Department of Transportation
- $1.0 million in FY27 to support planning for the Gold Line along Benning Road;
- D.C. Public Schools
- $1.0 million in FY27 to upgrade Johnson Middle School field lighting;
- Department of General Services
- $441,000 in FY27 to provide publicly accessible and secure rodent-resistant trash and recycling containers at newly renovated or modernized recreation/community centers, parks, and schools; and
- $250,000 in FY27 to acquire property along the O Street SE wall for a park.
Narrative changes:
- Updates to several agency paragraphs to reflect new, renamed, or repealed special funds;
- Adds a proviso to include the contract under DCAM-25-NC-RFP-0021 (an energy performance savings contract that will support the District government in in its greenhouse gas emission reduction goals, reduce energy and water consumption and spend, and finance facility improvements associated with these goals) in the existing authorization that provides that if the District terminates the contract before the term conclusion, the District will make a termination payment to compensate the contractor for the costs of its initial upfront investments.
